d1b67f9683 e2e: DNS autoscaler test was not counting nodes correctly
The DNS autoscaler test was not correctly counting tainted but
schedulable nodes, meaning that the target count was not correct for
clusters with multiple control-plane nodes (which are often tainted
but schedulable).

The cluster-proportional-autoscaler ignores non-schedulable nodes, but
does not consider taints.

f9b66102de Update autoscaling e2e test after an event message was changed
The test no longer passes because it checks for a part of an event
message which has recently been removed from Cluster Autoscaler.

0a9c3e9684 remove unused variable from autoscaling e2e
This change removes the `coreCount` variable and associated counting
logic from the cluster size autoscaling test. This variable was used
during the 1.9 release era, but the tests that used it were removed
before the 1.10 release. Please see the referenced commits[0][1] for
more information.

aaf855c1e6 deref all calls to metav1.NewDeleteOptions that are passed to clients.
This is gross but because NewDeleteOptions is used by various parts of
storage that still pass around pointers, the return type can't be
changed without significant refactoring within the apiserver. I think
this would be good to cleanup, but I want to minimize apiserver side
changes as much as possible in the client signature refactor.

5d6faaddf6 Separate e2enetwork from e2e core framework
networking_utils.go is only for network tests and it is nice to
separate it from the core framework for easy maintenance.

71b02dd422 Fix up e2enode.GetReadySchedulableNodes, replace many uses of framework.GetReadySchedulableNodesOrDie
Remove the "OrDie" from the name (since it doesn't "or die") and add
an extra check that there is at least 1 node available, since many
callers already did that themselves, and many others should have.

194e91bd17 Demote HPA tests from release-blocking
Add a Feature:HPA tag to these tests so they're not picked up by
the release-blocking job that focuses on [Serial] tests (but
excludes [Feature:.*] tests)

They take a combined 70 minutes on average. If they really need
to be in release-blocking as implemented, we should consider a
separate job to focus just on this feature.

37212fa934 Ensure tests which rely on SSH behavior are skipped if unavailable
A number of tests rely on SSH behavior but are not marked with
SkipUnlessSSHKeysPresent(). This means that the tests will run and
hang. This can be confusing for users because they may not know why
the tests failed. Instead, we should be reporting on the known issue
and skipping the test (hence why the helper Skip... function exists).
