Revert #45101 Mark PersistentVolumes as [Feature:Volumes]

**What this PR does / why we need it**:
Reverts #45101 

`Feature` tag should only be used when a test/suite has dependencies not met by core CI.  That is not the case for NFS backed PV tests.
