Matt Madison 4910dd248b tegra-common: add TEGRA_FLASH_CHECK variables ...

Starting with the BOARDID and BOARDSKU variables.
For our purposes, they need to be fixed at build time,
and if they don't match the actual target machine, we'll
get difficult-to-diagnose boot failures.
