[Mellanox] update sdk/fw build procedure (#14025)

sdk debs are now downloaded as Spectrum-SDK-Drivers-SONiC-Bins release
sx kernel is downloaded as zip from Spectrum-SDK-Drivers

- How to verify it
configure/build for Mellanox platform
