Tamer Ahmed dfc0617283 [interfaces] Reduce Calls to SONiC Cfggen (#5174) 
Calls to sonic-cfggen is CPU expensive. This PR reduces calls to
sonic-cfggen to one call during startup when running interfaces-
config.
