abdosi afd60bdc48 [rsyslog]: Explicitly set the notify mode for rsyslog imfile module (#6351) ...

Enable the notify mode of rsyslogd imfile module used for supervisord
logs in docker container. 

Setup the mode="inotify" when loading imfile, made sure we are are getting 
supervisord logs in host immediately.
