This PS adds a disc targeting framework for OSH Components for
services like Ceph, Swift, and Cinder (LVM) to use when targeting
phsical discs. It uses the bus ID of the attached device to simplfy
management of large quanitites of physical hardware.

Added new variable SDN_PLUGIN to handle gate behavior when using ovs or
linuxbridge.
By default SDN_PLUGIN is set to ovs.
To enable testing linuxbridge, new gate have to be created, with
SDN_PLUGIN set to linuxbridge.

This PS enables the following backends for glance:
* PVC
* RBD
* RadosGW (direct)
* Swift
It also moves the creation of the RBD pool when required to a storage
init job. This job also creates credentials as required for glance to
use when accessing the required backend, rather than using the admin
keyring.

This PS implements the ceph radosgw and also provides keystone
intergration, allowing ceph to provide a swift like service if
desired for object storage.
In addtion it updates the endpoint lookups to use valid yaml when
dealing with keystone services with a '-' in their name.

Armada is a tool for managing multiple helm charts with dependencies by
centralizing all configurations in a single Armada yaml. This yaml is
used for a full OpenStack deployment.

This PS should make the multinode gate more reliable for ceph.
It's not perfect in that is uses the default route IPs in zuul, which
has a performance hit. The bash is also ugly as sin - but it gets us
moving again until somone has time to implement a more eligant solution
that works both in infra supplied nodes and other CI systems.

This PS adds loopback device support to the gate scripts.
Rather than using simple loopback devices we use iscsi to
allow is to target the created devices via the bus they are
connected to. An arbitary number of devices of a desired size
can be created, and controlled via env vars.

Ceph's health when running in the single node gate currently
is 'HEALTH_WARN'. This PS adds an extra config option such that
the ceph cluster will not attempt to perform replication when deployed
on a single node, as well as introduces a mvp yaml file for ceph
deployments in the gate.
