This PS removes the modified oslo-genconfig from cinder.
Partially implements: blueprint remove-pregenerated-config-templates

This PS removes the pregenerated config templates producing using
the hacked oslo-genconfig tool. This results in both a much smaller
codebase and also more readable configuration by removing the
requirement to specify settings via oslo namespaced references.
This initial PS applies only to Keystone, A follow up will extend to
all remaining services.
Partially implements: blueprint remove-pregenerated-config-templates

Added new variable SDN_PLUGIN to handle gate behavior when using ovs or
linuxbridge.
By default SDN_PLUGIN is set to ovs.
To enable testing linuxbridge, new gate have to be created, with
SDN_PLUGIN set to linuxbridge.

This PS enables the following backends for glance:
* PVC
* RBD
* RadosGW (direct)
* Swift
It also moves the creation of the RBD pool when required to a storage
init job. This job also creates credentials as required for glance to
use when accessing the required backend, rather than using the admin
keyring.

This PS implements the ceph radosgw and also provides keystone
intergration, allowing ceph to provide a swift like service if
desired for object storage.
In addtion it updates the endpoint lookups to use valid yaml when
dealing with keystone services with a '-' in their name.

Closes-Bug: #1711727
This PS moves OpenVSwitch into its own chart - decoupling it from neutron,
both making it easier to deploy and use seperately and permitting
use of other network backends.

Adding daemonset for Linux bridge. Using node selector
"linuxbridge enabled".
network.backend added in neutron/values.yaml to support scenario for
different SDNs using the same networking software, like OVS is used
for reference Neutron L2 agent, ODL, OVN and SONA. The other option for
network.backend can be linuxbridge and calico.
network.backend impacts configuration of DHCP, L3 and metadata agents.
Those agents are dependent on ovsdb_connection flag (officially it is
placed in openvswitch_agent.ini file).
Added daemonset_lb_agent flag in manifests section. Currently
OVS and LinuxBridge L2 agents can be turned on/off to be deployed.
OVS L2 agent and OVS as a network virtualization SW can be deployed
independently.
Removed conf.neutron.default.neutron.interface_driver, since it was not
used anywhere.
Marked places in neutron/values.yaml where changes are needed in order
to use linuxbridge for:
- neutron.conf interface_driver
- ML2 mechanism driver
- dhcp and l3 agents interface_driver
Added example of neutron values overrides in:
tools/overrides/mvp/neutron-linuxbridge.yaml

This PS seeks to reduce the load exerted on the node in the single
node gate test - as a the single node gate is currently broken
due to resource starvation on the nodes.

This PS changes the MVP deployment of Neutron to use the native
interface rather than shelling uout to the clients. The values
were inserted during the original development of the MVP deployment
and subsequently left.

This PS adds a functional test of heat in the OSH gates, it also moves
most params to a seperate file - making config of the gate in non-zuul
environments simpler.

This PS adds heat to the single node and Armada based deployment
checks in the gate scripts. Additionally it moves the client calls
in the check scripts to use the heat engine pod.

This patch set adds basic barbican test using the OpenStack Client. This
patch set also addressed an issue where the href contains a duplicate
version in the path, e.g. http://URL:xxxx/v1/v1/secrets in secret path.

Armada is a tool for managing multiple helm charts with dependencies by
centralizing all configurations in a single Armada yaml. This yaml is
used for a full OpenStack deployment.

This PS should make the multinode gate more reliable for ceph.
It's not perfect in that is uses the default route IPs in zuul, which
has a performance hit. The bash is also ugly as sin - but it gets us
moving again until somone has time to implement a more eligant solution
that works both in infra supplied nodes and other CI systems.

While trying to regenerate the .conf files, the gen-oslo-openstack-helm
tool spits back an error because of the removal of log translations in
OpenStack [0]. This patch set replaces the removed _LW() with the default
_() so the tool does not error out unexpectedly.
