The deployment scripts for glance have leftover value settings
from older openstack releases that are no longer supported by
OSH. This change removes those random override values and has
them fallback to the get-values-overrides script.

This change migrates the check jobs in OSH to use the
new helm v3 script when deploying kubernetes via
minikube.
This is one step in the move to helm v3. Future changes
will migrate the other jobs.

With the move to helm v3, helm status requires a namespace to be
specified, but doing so breaks helm v2 compatability. In order
to preserve our gating with both versions of helm while we make
the change from v2 to v3, this change removes the usage of helm
serve in openstack-helm's deployment scripts.
Once we fully move to helm v3, these scripts can be improved and
cleaned up to be more compatible with the new v3 syntax.

The current copyright refers to a non-existent group
"openstack helm authors" with often out-of-date references that
are confusing when adding a new file to the repo.
This change removes all references to this copyright by the
non-existent group and any blank lines underneath.

This PS indroduces a simpler way to incorp over-rides into gate
runs, and also ensures that they are scoped to a single chart, rather
than all of the charts deployed within a gate run.

This adds the deployment of heat to the compute kit and apparmor
job in order to provide a simple mechanism for booting vms to
validate a functional cloud deployment

This begins the reordering of the openstack-helm gates. This
deprecates the single node checks/gates that deployed the entire
stack in favor of single node checks/gates that are focused on
deploying charts with only their dependencies to reduce the
number of checks/gates required for a particular change. This also
moves the armada check to experimental, and moves the multinode
checks/gates to run as periodics. This will be followed up by
additional efforts to streamline these changes and incorporate
previous work targeting the same.
