Updates references to Launchpad to now point to Storyboard, since OSH has
migrated to that platform. "Report a bug" type references are updated to
point straight to the OSH project proper in Storyboard, while general backlog
type references are updated to point to the OSH Project Group.

the connection routed to the proxy, if one exists.

require the need of a proxy to reach the internet.

This PS updates the output from the troubleshooting guide to reflect
the expected output and commands for ceph luminious.

This PS deletes superfluous documentation and empty files from
the troubleshooting section, and also updates some of the docs
regarding persistent storage troubleshooting.

This removes empty documentation pages and places the
troubleshooting docs to the top of the docs/source tree. Also
places the pod disruption budget docs to the rest of the
getting-started docs, which are primarily concepts used in
openstack-helm
