Ben Greear 0a3d5aa412 Add test-bed config

This test bed is similar to 'real' test beds, but uses a less
capable LANforge system with only 3 radios.  DUT is a Linksys
MR8300 (aka EA8300).

This repository will hold TIP WiFi specific scripts and glue logic. It will utilize the scripts in wlan-lanforge-scripts and possibly other Cloud-SDK libraries in the future.
