Jeff McCune 16a6447926 helm: support oci images in chart name ...

Without this patch we do not support installing Kargo from an OCI helm
chart.  We want to support:

Component: #Helm & {
	Name:      "kargo"
	Namespace: Kargo.Namespace

	Chart: {
		name:    "oci://ghcr.io/akuity/kargo-charts/kargo"
		version: "1.0.3"
		release: Name
	}
	EnableHooks: true

	Values: Kargo.Values
}
```

This patch fixes the problem by using the base name for filesystem cache
operations.
