b6afed3be7 Upgrade go.step.sm/crypto to v0.45.0 
This commit upgrades go.step.sm/crypto to a version that fixes
`jose.ParseX5cInsecure`. It should require a certificate with ClientAuth
instead of the default ServerAuth.
