TBD: How can we ensure that migrations were completed **before**
updating user-charts
## What this PR does
This PR removes logic for user apps versioning.
It is not needed anymore for new dashboard and does not make sence for
cozystack-api server, which always validates values accourding to the
latest spec from CozystackResourceDefinition.
