qcn9274: add board file for 8devices Kiwi-DVK

Add BDF for QCN9274 integrated to Kiwi SoM. Board file also contains
all standard BDFs for QCN9274, so that it would be possible to use
additional ath12k radios via external PCIe slots.

Kiwi BDF:
