Cr50: Disable sysinfo, sysjump, syslock

Browse Source 
The sysjump capability is not used in Cr50 (it either does
nothing or causes a hard reboot), so just disable these commands.

BUG=none
BRANCH=none
TEST=make buildall; test on Gru

Build with and without CR50_DEV=1, confirm that these commands
aren't present.
