driver: add support ambient light sensor AL3010

AL3010 is Dyna-Image ambient light sensor.
Here is add basic driver and functions.

BUG=chrome-os-partner:52915
BRANCH=elm
TEST=Flash on base board "glados" with ASUS
al3010_init is return success.
al3010_read_lux is return the lux success.
