If we have already completed negotiation as a sink and
pd_send_request_msg() fails, issue a soft reset so we don't remain
indefinitely at our previously negotiated voltage.

When forcing a sink role (eg. on transition from S3->S5), make sure
we're not sourcing VBUS. Otherwise, if a power source is attached, we
will fail to charge from it, due to the inability to sink and source
VBUS simultaneously.

Fix bug with the new VBUS_NEVER_LOW flag in which if a BC1.2 charger
is attached on boot, we will not set the charger as a dedicated
charger and therefore not charge from it, until the charger is
disconnected and reconnected. This happens because in SNK_DISCOVERY
we will send soft reset first, and then when the charger doesn't
respond, we send hard reset. But, registering the charger as a
dedicated charger previously only happened when we send hard reset
directly after SNK_DISCOVERY state.

Added more improvements to power consumption when using
CONFIG_USB_PD_LOW_POWER. On the TCPC, when this option is
defined, then decrease the PD task wake interval when
we are presenting Rd, we don't have a connection, AND we
haven't dual-role toggled recently. This shouldn't affect
connection time because we will get an interrupt when VBUS
is detected.
Note: we can't use the low power task wake interval when
we are connected because we need to monitor CC line for
Rp change and we can't do this when we are presenting Rp
because we need to quickly detect loss of Rd.

On boot, if VBUS is present, then when PD protocol gets to
SNK_DISCOVERY state, if it times out waiting for source cap,
then send attempt to send a soft reset first instead of
directly sending a hard reset. This allows us to not lose
VBUS in the case that we were in a stable contract as a sink
before this boot (for example a sysjump or EC reboot).

On TCPC startup, set an alert to notify TCPM that we have been
reset. When TCPM gets this notification, it should re-send
initial TCPC parameters. If we were in a stable contract as
a sink, make sure we don't reset connection. If not, then
reset PD protocol state machine to the default state.
This fixes a bug where if the TCPC reboots while the TCPM is
still running, then the TCPC would not get re-initialized and
therefore no PD communication would not work. This also fixes
it such that if we are in a stable contract as a sink and the
TCPC reboots, then we don't lose power.

When a PD charger is found, we typically update charge manager
voltage / current limits to what we want to request, set a 500mA ceiling,
and then wait for negoiation to complete. If it completes as expected,
we simply remove the 500mA ceiling.
When we're already negotiated with a port and we receive a new power
request, we may switch to a different voltage / current limit. If we do
so, charge manager won't get updated with the existing design because we
don't get new source cap information. Therefore, update charge manager
whenever we receive PD_CTRL_PS_RDY as a sink. Typically, the update will
have no effect because we'll be writing identical values. In the new
power request case though it will serve to inform charge manager of the
new mode.

Kick the PD task when the dual role toggling is enabled to ensure we
start toggling immediatly and detect a UFP (USB device).
The issue was visible with the CONFIG_USB_PD_LOW_POWER change where the
task was waking up only every minute when the toggling was disabled,
the whole system would take up to a minute after resume to detect a peripheral
connected while in S3.

When a debug accessory is connected to the type-C port while the write
protection is enabled, put the case closed debugging in "partial" mode
rather than "full".

Send soft reset to all connected USB PD ports before a user
initiated reset (via console or host command). This fixes a problem
where EC will send PD hard reset to a charger after an EC reboot, which
will cause another reboot if battery is not present.

Modified TCPC layer to utilize the Power_Status and Power_Status_Mask
registers. VBUS status is stored in Power_Status and when a change
is detected, it's communicated to the TCPM via the ALERT# line.

Even a decent type-C device SHALL respond SNK_CAP query message when we are in
SRC_READY state, but in the case its mal implementation shouldn't get us being
trapped in an infinite loop of SRC_READY / SRC_GET_SNK_CAP states.
Introduce a counter to give up sending of SNK_CAP and just print a ERR
indication log when the partner device ignores SNK_CAP query.

In preparation for adding support for additional USB-C mux chips, add a
new high-level USB-C mux interface usb_mux.c. usb_mux functions are now
called from pd code instead of board-level functions. usb_mux calls down
into a mux chip-specific driver (currently pi3usb30532) or
board-specific drivers which toggle GPIOs (for legacy boards).

Changed the alert function to hold the ec_int line until
all of the alert bits are cleared. Added support for the
alert_mask register. In addition, created ec_int_status
variable to distinguish which of 3 ec_int sources is
driving the pd_mcu_int line.

Add TCPC support for USB VID register and use that register
from the TCPM side to know when the TCPC is ready. TCPC is
ready when phy layer is initialized and CC ADC channels have
been read.

When we are going to S5 with a debug accessory plugged, we cannot
transition through the 'PD_DRP_FORCE_SINK' else we would
disable/re-enable the USB muxes triggering disconnections/glitches on
the USB debug console.
So, rework the management of the dual role toggling special case
(used to detect debug accessories) : remove the special DRP state and
re-write the conditions.

The case closed debugging feature is using the USB controller, so it
needs to disable the low power STOP mode of the MCU which is
incompatible with USB communication.
As the possibility of doing PD communication when a PD debug accessory
is plugged "re-appeared", just set/use the USB_PD sleep disable bit with
the debug accessory rather than creating a new one.

Enable charging through debug accessory by setting input
current limit to 3A when debug accessory is detected.
Add new dual-role toggling state for stay sink unless VBUS
is detected, which allows us to detect debug accessory
when we are not normally dual-role toggling.

Use the PDCMD task to handle PD MCU interrupts, and use it
to trigger the tcpc_alert().
Note this fixes bug on Glados and Oak that could cause watchdog
reset because tcpc_alert() which uses i2c to talk to tcpc was
called from hooks task and can delay tickling watchdog.

Implement the TCPC RX Detect register and use it for the TCPM to
enable and disable PD communication. When no type-C connection,
disable TCPC RX so that we don't send goodCRC when we are not
ready. Once TCPM establishes a type-C connection, enable TCPC RX.

TEST=tested on glados and on samus. On glados, without this change,
sometimes when you plug in zinger, we get into a hard reset loop
because TCPC is sending goodCRC to source cap while TCPM is still
debouncing CC and is not ready. With this change, we reliably form
PD contract.
Also tested enabling and disabling PD comms from the TCPM console
with "pd enable 0|1".

Add TCPM on EC side and TCPC on PD side to allow PD
communication. Enable PD communication on port 0.

Fix tcpc_alert() so it can handle multiple alert bits. This is
needed since the initial version of tcpc_alert() is read/clear
and so we need to service all bits or else it will get lost.

There was a small typo in get_typec_current_limit() since the
introduction of the new TCPCI constants, we need to find the current
limit by using the voltage values measured on the sink side.

Avoid re-sending discovery VDMs after power swap from source
to sink.

Fix duplicate PD RX event when using combined TCPM/TCPC. Problem
is that PD_EVENT_RX is already set in the phy layer in pd_rx_event
when CC edges are detected. Therefore, we shouldn't set it again
when the TCPC detects that receiving has started.

PD error and hard reset under certain timing circumstances due
to the repeated event. with this change, those errors go away.

Move parts of usb_pd_config.h that are not part of the phy layer
out of usb_pd_config.h and into board.h. This cleans up the
division between the TCPC and TCPM as only the TCPC needs to
use usb_pd_config.h.
Also cleans up the use of the CC detection voltage thresholds
by creating standard macros to use based on Rp strength for the
board.

Add first version of TCPCI (type-C port controller interface),
which is an I2C protocol for interfacing with TCPCs.
This is roughly tracking version 0.56 of the PD Interface spec.

Add config options for various parts of USB PD stack:
CONFIG_USB_POWER_DELIVERY: The use of this option has changed
slightly. It now represents whether or not to include the USB
PD protocol and policy layers of the software stack.
CONFIG_USB_PD_TCPC: Compile in type-C port controller module
which performs the phy layer of the PD stack.
CONFIG_USB_PD_TCPM_STUB and CONFIG_USB_PD_TCPM_TCPCI: If
CONFIG_USB_POWER_DELIVERY is defined, then one TCPM needs to
be defined to declare which port management module to use
to drive the TCPC.

Initial split of the USB PD protocol code to create the new port
controller (TCPC) and port management (TCPM) blocks. The intention
is that the TCPC code will eventually reside on a different MCU,
along with the USB PD phy layer. The TCPM will stay with the protocol
and policy layers and provide a standard interface to TCPC (over
i2c).
As a first step, this CL merely splits up the files and directly
calls functions to reach across between TCPM and TCPC.

- forming a connection as a source and as a sink
- power negotiation at different voltages

- sourcing power to USB stick

- zinger remote firmware updates
