Preparatory work to introduce a second SoC : 1/5

Instead of putting hardcoded IRQ SoC name in the vector table,
upgrade the DECLARE_IRQ macro to expand its argument.

Also add a parameter to set the size of the NVIC table to save flash
memory.

TEST=run EC on BDS and see timer IRQs firing.
