Vincent Palatin 59c8289a69 g: fix build without CONFIG_RESTRICTED_CONSOLE_COMMANDS ...

console_is_restricted() function exists only if
CONFIG_RESTRICTED_CONSOLE_COMMANDS is defined, and a stub if it doesn't.
so we can use CONFIG_LOW_POWER_IDLE without the former.
