We choose PE2/USB1_CTL1 for BOOTCFG. If we somehow brick the EC, we can
pull this signal to ground and boot EC into boot loader to recover it.
BUG=chrome-os-partner:8769
TEST=On link:
- Factory reset EC to clear BOOTCFG
- Flash new EC binary and reboot
- rw 0x400fe1d0 to check BOOTCFG value is correctly written
- Boot normally and check EC is operating correctly
- Pull the signal to ground and reset EC, check EC stays in boot
loader. Check in this case we can program EC.
- Attempt to write different value to BOOTCFG and check BOOTCFG
doesn't change.

This wraps Blizzard driverlib and implements the EC chip interface defined

Build Options
=============
- CONFIG_WATCHDOG_HELP
Try to detect a watchdog that is about to fire, and print a trace.
This is needed on STM32, where the independent watchdog has no early
warning feature and the windowed watchdog has a very short period.
- CONFIG_PANIC_NEW_STACK
When reporting a panic, change to a completely new stack. This might
help get a useful trace out a situation where the stack or stack
pointer has been corrupted.
- CONFIG_PANIC_HELP
Report extra information about a panic, such as the fault address,
here shown as bfar. This shows the reason for the fault and may help
to determine the cause.
