Bill Richardson 1e930f49c8 Put a newline at the end of PRESUBMIT.cfg 
Every time I run "cat PRESUBMIT.cfg" to see what's in here, it
annoys me that there's no newline at the end. This adds one.

TEST=make buildall

Just adding whitespace; no functional change.
