Randall Spangler 1f2f8627c3 Add JTAG module

This just ensures the JTAG pins are reset to JTAG function on warm reboot.

- EC Lib

This wraps Blizzard driverlib and implements the EC chip interface defined
by Google. See below diagram for architecture.
