Furquan Shaikh 21319e6986 power: Call power_chipset_handle_host_sleep_event on state reset

Any time the host sleep state is updated (including reset of host
sleep state), make a callback into
power_chipset_handle_host_sleep_event to allow mainboard and chipset
to take any necessary action.
