Randall Spangler 334f0f5475 Only chain from interrupt to svc_handler if an event was set. 
(Or, if profiling is enabled.)

Also, track the number of task switches if profiling is enabled.

TEST=taskinfo

Also test by commenting out CONFIG_TASK_PROFILING in board.h; code
should still compile and run.

- EC Lib

This wraps Blizzard driverlib and implements the EC chip interface defined
by Google. See below diagram for architecture.
