For FAFT or debugging purposes we may want to leave ccd enabled no matter what the voltages on the CC lines are. This change adds a 'ccd force enable' which will keep ccd enabled until 'ccd disable' is run. BUG=chrome-os-partner:61701 BRANCH=none TEST=Plug in suzyq. Run 'ccd force enable'. Disconnect suzyq and on the cr50 uart run 'ccd' to verify ccd is still enabled. Make sure the other ccd commands work ok.
