- Pass-thru to IBF handler code in case both IBHF and IBF interrupts are pending, in order to properly keep track our Tx byte count. - Don't disable the SHI IRQ in our host command handler callback since system-wide interrupts are already disabled. BUG=chrome-os-partner:55711,chrome-os-partner:55721 BRANCH=None TEST=Manual on gru with subsequent commit. Verify `flashrom -p ec -r file.bin` passes 100x with no errors or warnings.
