ChromeOS Developer eb27bf14d4 rambi: Initial EC firmware
This should have all the correct GPIO mappings.

Chipset and charger tasks are currently disabled, until we bring up
the voltage rails and I2C communication.

BRANCH=none
TEST=compiles; everything else needs to wait until we get hardware
