This adds some temp limits from the motherboard die sensors to use in determining the desired fan speed. I'm also bumping the minimum PECI temp up a bit, since it varies rapidly. At room temp the motherboard sensors will generally request a little bit of cooling, but in cool environments it's likely that the PECI changes will become the major annoying factor. BUG=chrome-os-partner:34789 BRANCH=ToT,samus TEST=manual Watch/listen to fans. They shouldn't turn off and on as much.
