Bill Richardson 737fbbd032 Delay enabling UART1 until after LPC bus is enabled.

BUG=none
TEST=manual

Try it on a bds with no LPC bus. It gets a BusFault without this patch.

- EC Lib

This wraps Blizzard driverlib and implements the EC chip interface defined
by Google. See below diagram for architecture.
