Mary Ruthven 75d6aa18ee cr50: reset TPM when we assert sys_rst_l 
Cr50 no longer reboots when sys_rst_l is asserted so it is now safe for
cr50 to react to sys_rst when we assert it. This change removes the
is_sys_rst_asserted check before TPM reset.

BUG=none
BRANCH=none
TEST='sysrst pulse' causes the tpm to reset.
