Vic Yang 7da0f8ff68 Disable building test binaries for samus_pd

We are running out of RAM space for samus_pd. Let's disable test
binaries for now. Note that this has nothing to do with unit tests.

BUG=None
TEST=make BOARD=samus_pd tests. Nothing happens.
BRANCH=None
