When V3P3A_EC is higher than V3P3A_DSW + 0.07V, system 3.3V rail is powered by V3P3A_EC. V3P3A_EC LDO will shut down when PU27 triggers OTP. This patch increases VR3 voltage by 3%, which gives us 3.399. This is more than the maximum voltage PU27 can provide, thus, V3P3A_DSW will win the voltage race (against V3P3A_EC).
