Shawn Nematbakhsh 80680c7ffc chell: pmic: enable 100 ohm discharge on V1.00A

BUG=chrome-os-partner:52047
TEST=Probe V1.00A during power-down, verify that voltage goes to 0V
noticeably faster than with no discharge.
