This is another workaround for charge circuit wedging. It appears that the BQ PROCHOT is not entirely reliable at detecting charge circuit wedged, so let's take a big hammer to this and say if we have a >5V charger and we haven't been charging for a while, then attempt to unwedge the charge circuit. Only impact on user is the battery won't charge quite as fast since we stop charging briefly to unwedge the circuit. BUG=chrome-os-partner:36081, chrome-os-partner:36620 BUG=chrome-os-partner:36636 BRANCH=samus TEST=remove the PROCHOT check and wedge the circuit using "charger voltage 7000" and make sure that we unwedge after 10s (or 2min if we never recovered from last time).
