Vadim Bendebury acc1a842e4 usb_updater: add command to reset CR50 when updating over SPI

The new extension command is used to request device reset after a
successful update when communicating over SPI.

tpm_send_pkt() is being refactored to allow passing of different
extension commands.

BUG=chrome-os-partner:58226
TEST=verified that the system gets reset and the new image version
     kicks in on both gru (over SPI) and reef (over USB).
