Aseda Aboagye b1b0e88beb util: ec3po: Change console permissions to 666. ...

Updated the permissions of ec_uart_pty to match the permissions of the
other PTYs.

BUG=None
BRANCH=None
TEST=cros_workon hdctools ec-devutils, run servod, ls -l on ec_uart_pty
from dut-control, verify that permissions are 666.
