Gwendal Grignou b59fa8ca68 common: lightbar: update leds when needed 
In S0 state, update leds only when needed:
add a variable in get_battery_level to indicate the colors need
to be changed.

TEST=Check the traffic on the i2c bus notice less traffic
coming from lightbar task in S0.
