Shawn Nematbakhsh bd85bc4636 charge_manager: Log charge-related change events ...

Add the charging events to the PD event log FIFO
and add an ectool to retrieve/decode them.

BUG=chrome-os-partner:33248
TEST=Manual on Samus. Run `ectool --name cros_pd pdlog`, verify that
all log entries are dumped and the content matches expectation.
