Alec Berg c6b22f0ab7 pd: turn on CONFIG_USB_PD_LOW_POWER by default 
Define CONFIG_USB_PD_LOW_POWER by default to save power on both
TCPM and TCPC side by waking PD task less often when possible.

BRANCH=none
TEST=test on glados and samus.
