Randall Spangler cdc3fbf2cf Calibrate internal oscillator using hibernate clock

This works around a chip errata where the internal oscillator on early
EC parts (as used on proto0) is untrimmed.

- EC Lib

This wraps Blizzard driverlib and implements the EC chip interface defined
by Google. See below diagram for architecture.
