Kevin K Wong daea221d56 kunimitsu: add initial PD support

This is based off glados commit:
 glados: limit type-C voltage to 5V to increase charging reliability

BUG=none
TEST=Verified PD negotiate on Port 0 on Kunimitsu Fab2.
     Port 1 is also functional after hardware changes.
