This commit adds a basic driver for the TI SN5S330. This driver just sets up the IC and provides an API to turn on or off the PP2 FET. BUG=b:67663166, b:67663124 BRANCH=None TEST=Enable code for zoombini; Flash a board which has the SN5S330 stuffed; Verify that we're able to perform PD negotiation and negotiate all the way up to 20V. TEST=Boot only on AC. sysjump to RW, verify that board does not brownout.
