7714680845 Send DHCP client-id for ma1. 
This makes the requests the same as those issued by ONIE and the Loader,
both of which use udhcpc (which sends Option 61 by default).

1dfdc66b77 move kexec-tools from all-base-packages to $ARCH-base-packages 
As kexec-tools is not supported on arm64 arch yet,
so move it to arch-specific package file to fix build issue.
