feat: docker arm64 builds for ee edition (#10891)

- Publish arm64 docker images for chatwoot ee edition
- Switch to Github actions for `docker` build/publish from docker hub
due to lack of arm64 support


**Note: CE edition arm64 images are already available via
https://github.com/chatwoot/chatwoot/pull/10789**
