tegra-bootfiles: resize kernel/kernel-dtb partitions on external flash layouts

Browse Source 
to match the sizes on the normal internal flash layouts.  Some of the
external layouts in the L4T kit set the sizes too low.

Also clean up how the XUSB firmware is handled for t194 platforms.
