With the removal of helm v2, the Makefile still points to the old playbooks that try to deploy helm v2. Since we have moved to using shell scripts to deploy helm v3, this change updates the Makefile to point to the new scripts. Change-Id: I6e363f3ce92a228da1301a45c754e68a859325ea
