Remove OWNERS file, use gerrit instead

Now that we're in OpenStack, we should remove OWNERS and use gerrit groups instead. This reduces confusion and gives us a central location to point to for group membership Change-Id: Ie85b8671b8ccac782dd53b22d554ee3ec18f5c88
