In the ceph install guide we currently have warnings that cinder and horizon are not tested in OSH gating. This is outdated since we now have jobs that test both of these services so this change removes the warnings from the documentation. Change-Id: I51694c31d055070452c6c98b2bf1bc74a8ca633c
