Ben Greear 26ae5e5f37 Add trimmed + htt-mgt firmware images to overlay directory.

And update fwcfg to support 200 stations on 9888, 162 on the other
two 4019 radios.

This repository will hold TIP WiFi specific scripts and glue logic. It will utilize the scripts in wlan-lanforge-scripts and possibly other Cloud-SDK libraries in the future.
